To be more imaginative, I want to say that the threat of it has symbolic elements. In the Opium wars, the drug was sent to a country to put its people to sleep when they were needed to get up and fight off the West. In San Francisco in the 60s, It's rumored that the Black Panthers and their efforts were stopped quite handily from drugs being made available and cheap. Suddenly people wanted to get high. Fentanyl is a painkiller, and a lot of people are in pain. I personally know someone whose daughter thought she was getting something she'd taken and run out of, died of fentanyl. People's efforts to get out of pain make many strong, young people gone.
