DARPA is a key agency making the new world. It has unparalleled autonomy over its own work. It’s a kingdom. It can claim, at the drop of a hat: NATIONAL SECURITY, NO ACCESS ALLOWED.
That’s not what any sane person wants to hear from labs where super-tiny particles and brains are the games.
