Here in Spain, someone very smart convinced Franco he could achieve energy independence with hydroelectric power. Lots of artificial lakes were created. After Kennedy was murdered, those projects died a slow death. We were told in the 80s and in the 90s that the projects of the dictatorship period were not "green" because they destroyed the landscape. Curiously enough the horrible wind turbines are good looking according to our beloved satraps and viziers

Yes, Jon I've heard, and even studied this idea at various times. But more energy doesn't change how it's used - the lion's share is for weapons production. It's kind of like the Modern Economic Theory. More doesn't get you improvement in quality of life. Growth economies such as what has been advocated for a couple of centuries doesn't change the trajectory regardless the energy source.
