I’m relieved to hear someone else doing this math. Questions I have:
1. What is its half-life in a water system? For instance, if you put 10 kg in a water system that serves 5000 people, will most be dead by the end of the day?
2. Can it “survive” cooking?
3. What pH levels is it effective in?
4. What level of filtration is required to remove it from water? Activated carbon? R/O? Distillation?
This is staging for “terrorist attacks”, IMHO.

But I have an issue with the demonization of Fentanyl. It is an incredibly important medication for pain killing post injury/surgery and terminal illness. Its power is 50–100 times more potent than morphine.
If you are in intractable pain you will want it.
Everybody make sure your minds aren't being manipulated into banning the truly few human pain killers in the long run.
Fentanyl is now a dirty word. Fentanyl analogs should have a different name. I remain discerning.
The government wants me to die. Maybe I should get some fentanyl. In the hospital last year after I fell and broke my hip, the nurse gave me two IV doses of fentanyl. The stuff wore off pretty fast. That's why I got the second dose which also wore off too fast. The X-Ray room was pure hell for me. I don't know what dosage of fentanyl the hospital gave me.
In hospices, fentanyl patches are used to ease the patient's transition. I'm surprised that the government isn't handing out these fentanyl patches to every senior in America to save money on social security and medicare.

In the Opium wars, the drug was sent to a country to put its people to sleep when they were needed to get up and fight off the West. In San Francisco in the 60s, It's rumored that the Black Panthers and their efforts were stopped quite handily from drugs being made available and cheap. Suddenly people wanted to get high. Fentanyl is a painkiller, and a lot of people are in pain. I personally know someone whose daughter thought she was getting something she'd taken and run out of, died of fentanyl. People's efforts to get out of pain make many strong, young people gone.

The mass murderers during WWII were the Allies, promoting All Lies, which unfortunately most westerners internalize as facts, just like they believe Arab terrorists flew planes into buildings on 9/11 or that Michelle Obama is a woman, & so many other lies.
